Sir,

I beg to enclose herewith an affidavit

and itemised list of losses sustained by me

during the sinking of the U.S.S. "Panay" in

the Yangtse river on December 12 1937.

I respectfully ask that you would have

transmitted to the proper Japanese authorities

concerned, a demand for the reimbursement to

me of the value of these losses.
